Fulton Beer was founded in the North Loop neighborhood of Minneapolis, Minnesota in 2009 by Ryan Petz, Jim Diley, Brian Hoffman and Peter Grande. The four were friends who homebrewed together in a garage in the Fulton neighborhood of Minneapolis before starting the brewery. They started by contract brewing their beer at the Sand Creek Brewing Company before signing a lease in 2009 on a former sewing factory. The brewery opened the following year, and in 2012 a law change allowed breweries to open taprooms in the state. Fulton was the first to create a taproom in the city.

In 2014, Fulton Beer began brewing out of a larger facility on the northeast side of town, with 51,000 square feet of production space. The company claims on its website that it sells about 23,000 barrels of beer a year, and distributes across Minnesota, Wisconsin, and North and South Dakota. The brand also now produces THC beverages under the Fulton name, including sparkling waters called Fulton Narc and Fulton 4.20. Because of a 2022 law concerning hemp based THC beverages, these can now be served alongside beer at taprooms and in stores.
